# SkyRoster > Rostering software for air navigation service providers and other services that operate around the clock. SkyRoster builds, checks and publishes rosters against the rules a given organisation operates under, because those rules are configuration rather than code. Built by J.L.G. Consulting S.R.L. (JLG Consulting), Bucharest, Romania, a software company founded in 2003. ## What the product actually is SkyRoster's optimiser is a constraint solver. It is not a machine-learning model, it does not learn from customer data, and it does not profile individuals. It takes staffing demand, people and rules, and searches for the assignment that breaks the fewest rules, weighted as the customer weighted them. Every result traces to a named rule an administrator enabled. The scheduling rules are extracted from the product source during an explicit catalogue refresh, and the catalogue page states the date it was compiled. In the catalogue compiled on 12 September 2026, there are 133 distinct rules: 89 in the strategic roster engine, 19 in the tactical allocation engine, and 25 governing shift swaps. ## Evidence, and its limits The strongest third-party evidence is EUROCONTROL, Network Management Directorate's guideline "Air Traffic Services Operations staff/personnel Rostering Best Practices and Tools Guidelines" (reference NMD/SAF/2653, Edition 1.0, 26 April 2023, classification Green). That guideline introduces its rostering case studies with the sentence "The source of Use cases is SkyRoster." and attributes two of its constraint appendices to SkyRoster. Case studies published in that guideline: - Case study 1 (page 21), 75 ATCOs, Simulation and extrapolation: 10% workforce cost reduction. A fixed rotation was replaced with flexible allocation against the same manpower requirement. The saving is one controller in one unit. Everything beyond that is the ANSP's own extrapolation across its other units. - Case study 2 (page 22), 96 ATCOs in 12 teams of 8, Simulation: 1-month Tactical Roster Simulation with the baseline headcount. This is the control case, not a result. It establishes what the same unit looks like without extra staff, so that case study 5 has something to be compared against. - Case study 3 (page 34), 55 ATCOs, Simulation: 94.3% less overtime. Overtime days fell from 247 to 14 in one 35-day cycle. That is where the 94.3 per cent comes from. It is the best of five scenarios, at one understaffed unit, with no extra people hired. - Case study 4 (page 35), 450 operational ATCOs, Reported deployment and derived saving: Automating 60.000 shift swaps to save a ~360 000 EUR/year. The guideline reports handling time after deployment; this site has not independently audited that measurement. The euro figure is what that handling time is worth at this customer's volume and staffing. At a different volume it is a different number. - Case study 5 (page 36), 120 ATCOs in 12 teams of 10, Simulation: 1-month Team-based Roster Simulation with 120 ATCOs. This one models hiring, not software. Read together with case study 2 it answers a staffing question the ANSP had: what does 25 per cent more headcount buy us. What is NOT claimed anywhere on this site, and should not be attributed to SkyRoster: - No named air navigation service provider is a publicly identified SkyRoster rostering customer. Organisations named in the EUROCONTROL guideline's acknowledgements contributed to that guideline; they are not stated to be customers. - No solve-time benchmark, and no figure for how many people can be rostered per unit of time. No production-scale benchmark has been published. - No security certification or accessibility conformance claim is published on this site. Recovery objectives and support response times are agreed per contract. Standard SaaS does include the uptime commitment described below. - The offer builder is indicative; the written order establishes the agreed commercial scope and terms. ## Pricing Published at https://www.skyroster.com/pricing, in EUR excluding VAT and applicable taxes, from the price book edition of 15 September 2026, amended 23 September 2026 (amendment 005). Software prices derive from the Core Platform rate of €4.13 per user per month (SaaS, billed annually). A module is that rate times its weight, rounded to cents; a plan is the sum of its individually rounded module prices less 40%, rounded to five cents. Monthly billing is the annual-billing monthly rate times 1.2; a perpetual licence is that rate times 36. Support and RaaS use their defined licence bases and minimums. Dedicated hosting, deployment, services and training are independently priced. Use half-up monetary rounding. Once list rates are established, retain full precision through volume, discounts, billing and support; round final invoice lines to cents. Annual cash totals sum the rounded invoices. Displayed effective per-user rates are illustrative, not calculation inputs. A billable user is an enabled human account, including administrators, planners, viewers and rostered staff. Disabled, archived and machine-only service accounts are excluded; there is no minimum. The initial order sets the quantity. SaaS quantities are reviewed quarterly unless an agreed growth ramp applies; perpetual quantities are reviewed at each contract anniversary. Average daily billable-account counts over the preceding three complete calendar months and round up to a whole user; the order specifies a consistent snapshot time. SaaS increases and reductions apply prospectively until the next quarterly review or agreed ramp milestone, for annual and monthly billing. There is no retrospective charge or immediate interim-growth invoice. For perpetual licences, purchase only extra capacity above seats already bought, using the next volume bands and the difference between graduated totals at the applicable rates and purchase discount. Do not prorate perpetual additions. Capacity never decreases or expires; reductions create no refund, and renewed support covers purchased capacity. Shared and dedicated SaaS are hosted by JLG on Microsoft Azure in the EU with standard application updates, daily backups and a 99.5% uptime SLA. Dedicated isolation does not automatically increase the SLA. User support is optional; hosting operations are included independently of it. On-premises customers manage infrastructure, security, updates and backups; the standard SaaS uptime commitment does not apply to customer-managed infrastructure. Recovery objectives and support response times are set in the relevant contract. Shared managed hosting is included in the software licence. Dedicated managed hosting adds €1,500 per production environment per month, invoiced monthly at the same price for annual- and monthly-billed software, and €6,000 initial provisioning. New dedicated SaaS setup totals €18,000; an existing shared customer moving to dedicated pays the premium, with exceptional migration scoped separately. The initial hosting commitment is 12 months from the environment-availability milestone agreed in the order. Hosting receives no software monthly uplift, volume or partnership discounts and is excluded from the support basis. On-premises and RaaS incur no SaaS hosting fee. Dedicated hosting includes a reserved SkyRoster cluster, one production and modest UAT environment within agreed capacity, monitoring, platform maintenance, daily backups, restore operations and standard release deployment. It does not promise exclusive physical Azure hosts or unlimited capacity. Specify capacity, concurrency, storage, retention, region and UAT allocation in the offer; additional capacity, environments, regions, disaster recovery and specialist connectivity are separately quoted. Dedicated SaaS is required for customer-specific code outside the standard supported release, or requested isolation. Changes accepted into the standard supported release do not themselves trigger dedicated hosting. Ordinary configuration, migration, training and standard-module choices alone do not require it. Training and competency: the people layer. - SkyGo, 6 modules: €19.20 (€23.04; €691.20). Run the day of operations: sector planning, tactical rostering, mobile. - SkyHeavy, 13 modules: €44.00 (€52.80; €1,584.00). The whole organisation: attendance, analytics, integrations, audit and history. Audit & History is included in SkyHeavy and available as an add-on to lower plans, requiring only Core. It covers customer-facing access to the central change log, history on individual records, and search and filters across licensed functionality. Volume is one graduated curve on the marginal user: 1 to 250 at 100% of list, 251 to 500 at 90% of list, 501 to 1,000 at 75% of list, 1,001 to 2,000 at 55% of list, 2,001 and above at 35% of list. The curve applies to software licences and modules in both deployment models. Support is optional in both models: business hours at 20% of the applicable basis per year, 24/7 at 35% with a minimum of €18,000 per year after partnership discounts. SaaS uses the equivalent annual-billing licence after volume, qualifying partnership discounts , excluding the monthly-billing uplift, hosting, provisioning and custom work, and invoices support monthly. On-premises records the perpetual value after volume but before purchase partnership discounts, adding later purchases on the same basis. Support is invoiced annually; apply the currently qualifying partnership percentage once at initial support purchase and each renewal, then enforce the 24/7 minimum. Support provides on-premises patches, updates and upgrade rights; without renewal the customer's existing perpetual version rights remain valid. Deployment is €12,000 for shared SaaS and €28,000 on-premises. Training is €3,500 per online week and €1,800 per on-site instructor-day including travel. Custom development is €95 per hour; workshops and on-site services are €850 per person-day plus travel. These fees and services are never discounted. Custom development is time and materials by default at EUR 95/hour, never discounted. Hours and budgets are indicative estimates, not a fixed-price commitment. Actual approved hours are billed monthly with itemised time records at this standard rate. We provide a revised estimate and explain the cost and timeline impact of scope changes or forecast budget overruns. Written approval is required before changed work begins or the authorised budget is exceeded. The budget authorises spending; it does not guarantee completion of an expanded scope. Unapproved additional work is paused. A separately approved fixed-price statement of work requires baselined scope, acceptance criteria, exclusions, contingency and written change control; this calculator estimates time and materials only. Future custom-code maintenance and compatibility work are scoped separately, not included in hosting or standard support. Unscoped customer-specific maintenance and compatibility work are excluded from calculator totals. Standard Rostering as a Service requires no software licence or deployment fee: €40.95 per rostered employee per month, with a minimum of €4,095 per month, billed monthly in arrears. An employee counts if they appear on at least one published roster that month. The rate is the annual-billing SkyPro monthly list rate times 1.35, rounded to five cents. Volume and partnership discounts do not apply. Custom work and any associated deployment or operating charges require a scoped written offer; calculator subtotals exclude those unestimated charges. Partnership discounts are 10% for a case study, 5% for reference availability and 5% for a conference appearance. Add the percentages, cap at 15%, and apply once after volume. Signed commitments are required. For new offers, recurring discounts last 12 months and require explicit renewal following a value assessment. Later-year estimates assume no renewal. A perpetual purchase requires defined deliverables and dates: at least 12 months for case-study/reference commitments, or a named event within 12 months. The offer states publication deadlines and the consequence of non-delivery. After fulfillment, later expiry does not change the purchase price or perpetual rights. Additional purchases and support years are assessed separately. The written order specifies software or RaaS duration, renewal, notice, payment and termination; monthly billing alone does not establish a monthly cancellation right. Standard supported SSO configuration is included in Core, subject to confirming protocol, provider and setup. Bespoke integrations are separately scoped. Consulting S.R.L., Romania, and reflects the agreed scope and signed commitments. Budgetary estimates are valid 90 days; binding offers 60 days unless otherwise approved. Prices exclude VAT and applicable taxes. Non-EUR invoices use the National Bank of Romania reference rate plus 1% on invoice date. Customer references are released only after NDA execution. For pricing discovery, identify required capabilities before comparing bundles.
